When this configuration is enabled, the queue count check only includes active, incoming, hold, and mail drop queues. This is to take appropriate action to reduce congestion based on the threshold.
The deferred queue check is segregated and checked separately with a threshold configured for it. Upon exceeding the congestion control threshold, the MTA interface shuts down.
