You can only create rule packs for customer rules.
To create a rule pack from customer rules:
From the main menu, select Configure > Rule Packs.
Click the Customer Rule Packs tab.
Click Create Rule Pack in the upper right corner.
Enter a name for the new rule pack.
Click Create Rule Pack.
The rule pack is created and is assigned a unique ID.
Add rules to the rule pack. You can only assign customer rules to customer rule packs. See Adding customer rules to a customer rule pack.
