You specify whether only the creator (owner) and organization admin can see user-created custom dashboards, reports, and searches, or if all users in the organization can see them. If the setting is "private," only the owner and admin can see the items on the respective pages in the Helix Enterprise Web UI. If the setting is "public," all users can see the items, subject to any data policy that restricts what those users can see when they rerun a query.
A global setting on the Application Settings > Data Policies page overrides any setting for the individual pages described below. The global setting is "public" by default. If you switch the global setting to "private," all items on all of the pages will be visible to only the item owners and organization admins. If your overall organization policy is restrictive, it is a good practice to use the "private" setting.
Important
If the "public" setting is used, the View Results menu item on the Reports, Archive Searches, and Saved Searches pages will return cached data from the query the owner ran. That data will be visible to all users, even those with a data policy that restricts the data in those results. The user's data policy restriction is only applied to new searches based on these queries, not to cached results. Dashboards run interactively when launched, so the user's data policy is always applied to any dashboard widget results.

Custom Dashboard: Create New Dashboard and Edit Dashboard dialog boxes, menu at the end of the row in the Custom Dashboard table, and menu on the Custom Dashboard details page.
Saved Searches: New Search and Edit Search dialog box.
Archive Searches: Menu at the end of the row in the Archive Search table and menu at the top of the Archive Search Results page.
