The ePO - On-prem application role is required to allow Microsoft Cluster Services to control ePO - On-prem.

Open the Failover Cluster Manager: click Server Manager → Tools → Failover Cluster Manager.
Right-click Roles in the System Tree, then select Create Empty Role.
Click OK.
Right-click the empty role, then select Properties.
In the New Role dialog box, type a name for the role. For example,
ePO.Click OK.
