Incremental Content Update Support

Deny List version 1.3.1 supports downloading incremental content updates to Endpoint Agents. Incremental content updates contain file hashes or file paths and a list of entries added or removed after the previous update. The Endpoint Agent uses the incremented details to construct the content without downloading the full content.
